            Senators Snyder and Blair moved to amend the amendment on page eight, section nine, subsection (a), subdivision (2), after the words “ district with” by inserting the words “at least 4,500 customers and”;

            On page twenty-eight, section one, subsection (b), after the word “having” by inserting the words “at least 4,500 customers and”;
